Oxford Martin Visiting Fellow

Maxine is an experienced regulatory and consumer expert with a particular focus on energy. She has recently left Ofgem after 15 years during which time she had responsibility for a variety of areas including consumer policy, retail markets and smart metering (on secondment to DECC). Most recently she was a member of Ofgem’s executive board responsible for all aspects of regulation of the distribution networks. As a part of this she initiated Ofgem’s work on flexibility and on the future of gas. Her wide experience at a senior level in Ofgem gives her a strategic view of how the regulator works and of the regulatory challenges associated with the energy transition.

Before joining Ofgem Maxine had a range of roles at BT including as Head of UK Regulation. She has a first from Newnham College Cambridge in maths and management science and an MBA from Cranfield.
